Conclusions and Future Work
In this paper, we have presented a novel approach to the problem of 3D object detection from point clouds. Our method, which we call Deep Point Cloud Completion and Detection Network (DPC-CDNet), leverages a deep neural network to complete the point cloud of an object and then uses the completed point cloud to detect the object. We have shown that our method achieves state-of-the-art results on the KITTI dataset. In addition, we have shown that our method is robust to noise and occlusion.
In the future, we plan to extend our method to handle more complex scenes and objects. We also plan to investigate the use of our method for other tasks, such as object tracking and scene understanding.

(Loan Application)
Read these instructions carefully before completing Form 5. If you need help in completing the form, contact the Small Business Administration (SBA) or the Disaster Assistance Customer Service Center at 1-800-659-2955. You may also visit SBA's website at www.sba.gov/disaster.
GENERAL INFORMATION
Form 5 is used to apply for a disaster loan from SBA. The loan may be used to repair or replace disaster damaged property, including real estate, personal property, machinery and equipment, and inventory. The loan may also be used to refinance existing liens or mortgages on the damaged property, but only to the extent of the disaster damage. SBA may also make loans to businesses that have suffered economic injury as a result of a disaster. These loans are called Economic Injury Disaster Loans (EIDLs) and are used to pay fixed debts, payroll, accounts payable, and other bills that cannot be paid because of the disaster's impact. EIDLs are not intended to replace lost profits or sales.
WHO MAY APPLY
Any small business concern, private nonprofit organization, or small agricultural cooperative that has suffered substantial property damage or economic injury as a result of a disaster may apply for a disaster loan from SBA. Substantial property damage means damage of 40 percent or more of the value of the property or cost to repair the property. Economic injury means the inability of a business to meet its obligations as they mature and to pay its ordinary and necessary operating expenses.
WHEN TO APPLY
The deadline to return the completed application is shown on the disaster declaration. Generally, the deadline for property damage loans is 60 days from the date of the declaration, and the deadline for economic injury loans is 9 months from the date of the declaration. However, SBA may extend these deadlines in certain circumstances. Contact SBA or the Disaster Assistance Customer Service Center at 1-800-659-2955 for more information.
HOW TO APPLY
Complete Form 5 and submit it to SBA. You may submit the form online at www.sba.gov/disaster, or you may mail it to the address shown on the disaster declaration. Be sure to include all required information and documentation. Incomplete applications will be returned to you for completion, which will delay the processing of your loan.
WHAT TO EXPECT AFTER YOU APPLY
SBA will review your application and determine whether you are eligible for a disaster loan. If you are eligible, SBA will offer you a loan. The loan offer will include the loan amount, interest rate, repayment terms, and any collateral requirements. You may accept or reject the loan offer. If you accept the loan offer, you will be required to sign a loan agreement and provide any required collateral. SBA will then disburse the loan proceeds to you.
WHAT INFORMATION IS REQUIRED
Form 5 requires you to provide information about your business, including its name, address, type of business, ownership, and financial information. You will also be required to provide information about the disaster, including the date of the disaster, the type of disaster, and the amount of damage or economic injury you suffered. In addition, you will be required to provide documentation to support your application, such as financial statements, tax returns, insurance policies, and repair estimates.
WHAT ARE THE LOAN TERMS
The interest rate on a disaster loan is determined by SBA and is based on the cost of money to the government. The interest rate is fixed for the term of the loan. The repayment term is determined by SBA and is based on your ability to repay the loan. The maximum repayment term is 30 years. SBA may require you to provide collateral to secure the loan. Collateral may include real estate, personal property, machinery and equipment, and inventory.
WHAT ARE THE ELIGIBILITY REQUIREMENTS
To be eligible for a disaster loan, you must meet the following requirements:
- You must be a small business concern, private nonprofit organization, or small agricultural cooperative.
- You must have suffered substantial property damage or economic injury as a result of a disaster.
- You must be able to repay the loan.
- You must not be able to obtain credit elsewhere.
- You must not have been convicted of a felony in the past year.
- You must not be delinquent on any federal debt.

Disaster loan proceeds may only be used to repair or replace disaster damaged property, to refinance existing liens or mortgages on the damaged property, or to pay fixed debts, payroll, accounts payable, and other bills that cannot be paid because of the disaster's impact. Disaster loan proceeds may not be used to replace lost profits or sales, to pay dividends or bonuses, or to make payments to owners, partners, or shareholders.

Any person who knowingly makes a false statement or misrepresentation to SBA in connection with a disaster loan application may be subject to civil and criminal penalties, including fines and imprisonment.

(a)
Identification. An ultrasonic pulsed doppler imaging system is a device that combines the features of continuous wave doppler-effect technology with pulsed-echo effect technology and is intended to determine stationary body tissue characteristics, such as depth or location of tissue interfaces or dynamic tissue characteristics such as velocity of blood or tissue motion. This generic type of device may include signal analysis and display equipment, patient and equipment supports, component parts, and accessories.(b)
